Dr. Simon Kagugube - President
Dr. Kagugube is the President of the East African School of Taxation. He has a Doctor of the Science of Law and Master of Laws from Yale Law School, a Bachelor of Laws from Makerere University, a Certificate in Public Finance from Univerty of Bath and a certificate in the Commonwealth Tax Inspectors’ course.
Simon has over 25 years of experience in taxation, law, business and banking. He is the Executive Director of the Centenary Rural Development Bank Limited (Uganda), Chairman of the Board of Directors, Monitor Publications Limited and Member of Finance and Audit Committee, Nation Media Group. He has previously served as a Director of Tax and Legal Services at PricewaterhouseCoopers Uganda and worked in various capacities in the Uganda Revenue Authority including Acting Deputy Commissioner General, Commissioner Value Added Tax and Deputy Commissioner, Internal Revenue Department.
Godfrey Akena - Executive Director
Godfrey is the founder and Executive Director of the East African School of Taxation. He oversees the School’s Policy & Research Centre. A lawyer, chartered accountant and social scientist, Godfrey specialises in tax law and tax administration
He holds a Bachelor of Laws from Makerere University, a Bachelor of Arts in Social Sciences from Makerere University and is a Candidate for the Post Graduate Diploma in Public Financial Management at the University of London. Godfrey is the partner in charge of domestic taxes at ABMAK Associates and has served as a lecture of corporate and business law for the ACCA course since 2004.
Before establishing the School, Godfrey spent over 12 years at the Uganda Revenue Authority as a tax auditor and served as a trainer at Uganda Revenue Authority’s Training School. He has led tax reform and capacity building projects in Africa. Godfrey has served as Tax Reform Specialist for the World Bank in Somalia, and Tax Expert for the African Development Bank in Liberia. Godfrey is also a trainer for ACCA in Rwanda and Uganda.
Festus Akunobera - Chief Executive Officer
Festus oversees the School’s Centre for Training & Continuing Education. A lawyer by profession, Festus specialises in international tax law, tax reform and tax policy. He holds a Master of Laws in International Taxation from New York University and a Bachelor of Laws (First Class Honours) from Makerere University.
He is the partner in charge of international taxation ABMAK associates. He has been engaged as a an expert witness on various tax-related issues and conducted various trainings for Uganda Revenue Authority, the Tax Appeals Tribunal and the Ministry of Finance on behalf of the School. Before joining the East African School of Taxation, Festus had an illustrious career as a Tax Consultant at the Uganda and New York offices of PricewaterhouseCoopers.
Festus is a frequent speaker on tax matters worldwide and has, more recently, served as guest lecturer on taxation at the Duke Centre for International Development (DCID) of Duke University (USA) and the Vienna University of Economics and Business (Austria). Festus has served as Tax Reform Specialist for the World Bank in Somalia and Tax Expert for the African Development Bank in Liberia. Festus has also served as trainer and expert adviser on international tax for the Uganda Revenue Authority.
